Increased autonomy for Principals

After assuming charge as Delhi's Education Minister, I initiated a dialogue with Government school principals. I interacted with them both, one-to-one and in groups. After I spoke to some Principals about problems with their schools during visits, it came to my knowledge that Principals are highly disemboweled. Even to undertake small tasks in their school, they were mandated to send files to senior officials, which more often than not, got stuck in red tape. Principals are responsible for the education of thousands of children, but out system doesn't trust them to handle even Rs 5-10 thousand without prior clearance.

In a break from tradition, I granted significantly more autonomy to principals. A Principal is the leader of a school. How will a leader function without any authority? I issued special guidelines to the effect that Principals did not need to send files for every ordinary work to be done in the school to the Deputy Director. Principals now enjoy far more autonomy than they used to.

  5. Hon'ble Sir,

I Indu Verma former vice principal of Maharaja Agarsen Public school Bakhtawar, wife of Shri Satyapriya class one gazzeted officer in railways, resident of sector 11 Rohini, New Delhi-110085, wants to submit my grievances against Mr Jai Kishan (Ex-MLA, Sultanpuri Mazra), for your sympathetic consideration.

    1. On 18 Jun 19 (Tuesday) while going through the newspaper "Hindustan Times", I came to know that some vacancies have been released by RD Public senior secondary school, Krishan Bihar, Delhi-86. I felt myself eligible for the post of Principal and applied for the same. Thereafter I was called for an interview.
    2. Blessings came with my selection as Principal and I was asked to submit my original testimonials for verification purpose. I asked them when they will return back, the authority replied that all your original testimonials will be given back after 2 days. And for that they issued me a receipt letter. (Copy annexed).
    3. The same day evening, I came to know some shocking leads from all over my liaisons that the Chairman of the said school Mr Jai Kishan is not a good person at all. He treats his staff in very uncultured manner and and uses abusive language in front of everyone in school premises. He is in a habit of insulting School staff and aslo beat students with hockey (refer his case of 2015). It is also came to my attention that he is a womanizer personality.
    4. After having such an information abt the Chairman Mr Jai Kishan, I discussed with my husband and family and friends. All suggested me not to join the said school. So next day I called to the receptionist of the school and conveyed my unwillingness to work and asked for my original testimonials back. In the meanwhile I also called the Chairman Mr Jai Kishan for my original testimonials and conveyed him my unwillingness to work.
    5. The immediate reaction he gave was so threghtening to me that I have never come accross in my life. He said, "Mei Tere pichhe CBI lagwa dunga, tujhe kahi bhi kaam krne layak nhi chhodunga, school mei aakr naak ragad kr maafi maangegi and dubara newspaper mei advertise karegi, uske baad sochunga ki Tere original testimonials vapas krne hai ya nhi" such type of language dropped me in silence. Neither he has issued me any appointment letter nor he has given me any contract copy reflecting abt my tenure of principal. He gave me nothing in writing.
    6. Thereafter, I decided to talk about the issue with Mr .......Sisodiya brother of Education Minister of Delhi, whom I know from my previous school. He assured me to have a word regarding the matter with Mr Jai Kishan. But Mr Jai Kishan again pulled up his non sense demands to him. Sometimes he wishes to me to meet me at his residence and sometimes he conveyed to me to meet Mrs Alka Jakhar working in his school.
    7. After being so much tired I finally submitted my written complaint to SHO Sultanpuri Thana and the copy of the same has been submitted to the Director of Education Zone 12.
    8. Sir, the misconduct from Mr Jai Kishan always keeps me very much disturbed. My whole family is in very nervous situation.
    9. I am a daughter of Ex Indian Air Force Official, who has given me all moral values.
    10. Lastly, with two folded hands request your good self to kindly help me out in getting my all original testimonials from the paws of Mr Jai Kishan Chairman of the school.

    Sincere regards,

    Indu Verma
